The dog's house should be in a shaded area and out of the direct sun. It should have the opening facing a direction where you get the least amount of storms. For example, if many of your storms come from the North, face your dog's house 90 or 180 degrees from the North to minimize the amount of rain and snow blowing into your dog's home.
